Keep’s AI incident prediction is always enabled, but in on-prem environments, users may not need or want it. This can result in empty prediction suggestions, cluttering the UI.

Introduce an option to disable AI incident prediction, either via an environment variable (e.g., DISABLE_AI_PREDICTION) or a system setting, preventing unnecessary or empty predictions.
