Add a way to force refresh the cache for changes in musicbrainz

In certain situations, you can get stuck waiting for harmony to refetch data from MusicBrainz due to its caching, meaning if you fix a breaking change, ie incompatible track lists, you have to wait around half an hour for it to realize it.
