Build and run perf

As mentioned in the general KernelCI Roadmap issue #498, it would be useful to build perf as part of KernelCI builds.

Once this has been enabled, it would be useful to have the ability to use it and run some tests with it to detect performance regressions. See also the perf wiki and some examples.

Building perf and having a basic job able to run one arbitrary command with perf would already be a good start for this sprint. I believe it may take a long time to refine the tests in order to produce some useful measurements, and then we'll need support for proper regression tracking for performance before the results can be used in a meaningful way.
