kbuild-gcc-12-arm/arm64 builds are deprecated impacting kernelci-labs

With the recent migration to GCC 14, kbuild-gcc-12-arm/arm64 builds have been deprecated. As a result, kernelci-labs will no longer receive kbuild-gcc-12-arm64-node events, causing the pipeline to become non-functional.
Let’s discuss workflows to implement such infrastructure changes with minimal disruption.

One of ways we might need to remove version part from event name, so on future upgrade it wont affect them. We might put them only if it is distinct feature of build (e.g. now current mainstream builds gcc-14, but some are running bleeding-edge latest gcc). So it will look like: kbuild-gcc-arm

It may make sense to have a default. Have something like kbuild-gcc-default-arm64, that can roll to mainstream, then have explicit versions, like kbuild-gcc-12-arm64 for different versions. But we probably only need to support oldest, and latest. There won't be many users wanting -12 in the middle, and if there is, then reach out to the mailing list!
