[Plugin-Metal] Manage MTL::Function

Description

Currently the metal plugin only releases the MTL::ComputePipelineState.

Steps

• Create wrapper object to encapsulate both MTL::Function and MTL::ComputePipelineState
• Implement release method

DoD

• Enable assertion at destruction of MetalRuntime for any object that has not previously been released.
