Update dependencies (#29461)
* Update dependencies * Bump @react-native sub-deps to 0.86.1 * Allow minor bumps for @react-native sub-deps in update-dependencies skill * Document why expo-image-picker options are built lazily Module-scope enum access crashes desktop where the bundler nulls the package out; the lazy fix landed on master, this adds the constraint comment.
