New features for --register-to-mri option

Adds a few new features to the --register-to-mri option:

• Make the MRI bids filtering customizable down to the suffix-- e.g. not just fixed to T2w. Must use the --filter-mri suffix= option to do this..
• moves registration parameters into the config file instead of hardcoded into smk file
• updates the reg qc reports to include one for mri to spim registration too.

In a future PR could also update the workflow to provide additional composed warps, e.g. in both directions between mri and spim, as well as mri and template, and also spim and template.
