wp_lib_register_scripts

###Description

This action hook allows developers to register their own scripts/styles or de-register WP-Librarian's scripts/styles. You can use this hook to register all your scripts if you only want them registered when WP-Librarian is activated.

###Context

This hook is called from init for all non-AJAX requests and after WP-Librarian has registered all its own scripts.
