Hacktoberfest requires repos to have an md file for contribution guidelines. I grabbed the same one used in V2 repo as the guidelines would still be just as relevant here.
Regardless of hacktoberfest, we should still have a CONTRIBUTING.md here as there's quite a big backlog of issues on this repo - some of which are planned to be posted on OpenQ.
