status-watcher controller updates, namespaced CRs updates#2

- status watcher controller now communicates with message office api, and also has automatically reconnect to message office, whenever connection drops. - from namespace scoped resources, removes `accountName` and `clusterName` from spec, as they would automatically be added as labels via their respective controllers - project controller now adds labels related to accountName, and clusterName on the target namespace
