test(mcp): merge languages and templates tests into table-driven test

Converts TestResource_Languages and TestResource_Templates into a single table-driven test to remove duplication and keep tests consistent.

I'm waiting for a github.com member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
