Kubernetes adds 2s to cold-start time

Expected Behavior

In order to deliver low cold-start times user applications need to be started quickly, ideally in several hundred ms.

Actual Behavior

We observe a regular ~2second pod startup time for an otherwise idle kubeadm cluster with one worker node using calico.

This issue is to track work related to pod startup time in our larger cold-start time reduction efforts (#1297)
