Bug: cannot make form public

What went wrong, step-by-step?

1. Tried to make a form public
2. Saving reported successful, but on refresh get the "change not saved" error and when the page reloads, form is again set to private and I am not prompted to login or signup when visiting the /fill page while logged out.

What did you expect to happen?

Form should save as public and I should be prompted to login or signup when visiting the /fill page for the public form

This is fixed in #1135 . A temporary workaround is to change something else in the form (move some columns around, even if back and forth) + change the access type, then save
