Submissions Integration

What?

• Admin can enter a paper to evaluate, including title, url, doi, abstract, and manager's notes
• Bonus points if it can auto-populate much from DOI or URL
• This creates the submission Pub.

Why?

So admins can get papers they may want to evaluate in the system.
