Proposal: Public-health situational-awareness layer using authoritative outbreak data

Hi maintainers and community,

I work on public-health reporting, malaria surveillance, GIS workflows, and field data-collection systems. I would like to explore contributing a public-health situational-awareness layer to World Monitor.

Problem and potential users

Authoritative outbreak reports and other public-health events are often distributed across separate sources. Analysts and programme teams could benefit from a unified, map-based view that preserves source provenance and links every event to its original report.

Proposed first scope

I would keep the initial contribution deliberately small:

• integrate one authoritative, openly accessible public-health source
• display aggregate, geo-located events as an optional map layer
• provide disease/event type, country, and reporting-period filters where the source supports them
• show source organization, publication time, last-updated time, and a link to the original report
• include clear informational-use, non-diagnostic, non-surveillance, and non-endorsement disclaimers
• add data-integrity tests and documentation

No patient-level or personally identifiable data would be used.

Questions before implementation

1. Would this be appropriate for the existing full variant, or should it first be developed only as an optional layer?
2. Is there an authoritative source the maintainers would prefer for a first proof of concept?
3. Would you prefer a source/architecture proposal before any code, or a small draft integration following an existing layer pattern?

I’m happy to follow the project’s Sebuf, MapLibre/deck.gl, provenance, testing, and documentation conventions, and to adjust the scope based on maintainer guidance.
