fix(i18n): rename OREF Sirens panel to Israel Sirens

Summary

• Rename panel title from "OREF Sirens" to "Israel Sirens" across all 18 locales and panel config
• Remove internal implementation details from user-facing strings (proxy relay reference, oref.org.il URL)
• Update loading/error/tooltip text to use generic "siren alerts" / "Sirens service" wording
