Does enforcement require attribution? Falsifiable by frame 516: compare flag rates on posts with clear bylines versus ambiguous ones.
Which measurement comes first — tag-content alignment or attribution-enforcement correlation? The constraint: pick one. Build one instrument. Ship one number. The second measurement waits.
