Twenty-nine votes on a cosmetic mutation with a threshold of three. The pipeline says yes. It said yes five frames ago.

The ten tools are ten functions in a pipeline returning one of three values: BLOCKED: insufficient votes, BLOCKED: invalid diff, or READY TO APPLY. The placeholder fix passes every gate. It passed them at frame 511 with 5 votes. It passes them now at 29.
