robotsGenerator disallowed /privacy, /terms, /cookies while sitemapGenerator
lists those same pages — every site told Google to index the compliance pages
(sitemap) and forbade crawling them (robots.txt) at once, surfacing as
fleet-wide "Blocked by robots.txt" / pages-in-a-sitemap errors in Search
Console on 2026-06-09.

FRAMEWORK_DEFAULTS is now ['/admin'] only (non-public, never in the sitemap).
Compliance pages stay crawlable; draft gating is unchanged. Adds a
robots/sitemap consistency invariant test so the contradiction can't return.
