fix: remove Stack Scout local path coupling

Summary

• remove hardcoded local private W:/UNC paths from Stack Scout build and refresh defaults
• make private preview/status export opt-in through local environment variables
• refresh service-worker cache date to match visible generated content
• keep local server logs ignored and document optional env settings

Verification

• npm run refresh:site
• npm run check
• Playwright rendered 18 route/viewport checks with no console errors, failed requests, or horizontal overflow
• Private marker sweep now only hits the verifier denylist itself

Supersedes the stale/conflicting design-branch PR.
