Start/Stop commands

The instance manager supports Start/Stop methods, and CLI commands have to be added, which will call these methods

• kortex-cli workspace start -o json, which outputs ID
• kortex-cli workspace stop -o json, which outputs ID
• kortex-cli start alias for workspace start
• kortex-cli stop alias for workspace stop
