New wersion for PR review

I have fixed both webhooks. Legacy webhook is working with https://home.myopenhab.org/rachio/webhook in Openhab below 5.2 version, and new webhook works with new Openhab feature from 5.2 version and above. I fixed undef issue on all items from zones till weather forecast items. Both webhooks were tested on my system, and all items are refreshed by webhook or polling. Polling info is supressed when we have fresh webhook information. It is necessary not overwrite webhook information till manual watering or any program runs. I do not have Smart Hose Timer, I can't test its functions.
