EPIC: Release kpt version 1.0.0

kpt has been on beta releases since June 2021. This issue tracks the work to perform a 1.0.0 full release of kpt.

The following tasks should be completed in preparation for v1.0.0 of kpt

• There are some types copied from Kubernetes and kubctl. We should go back and use the upstream ones
• We need to have Go version for the two krm functions no-op and drop-comments used in the tests to avoid architectural incompatibility.
• We need to have all the tests in kpt using the latest version of krm functions
• kpt version should also provide the right version on all architectures
