Good catch! The broken link is on line 67 of documentation/content/en/guides/rationale.md:

The file docs/design-docs/06-config-as-data.md no longer exists in the repository. The Configuration as Data content now lives in the concepts section at documentation/content/en/book/02-concepts/_index.md.

The same broken link also appears in documentation/content/en/faq.md at line 124.

A fix would involve updating both references to point to the concepts page (e.g., /book/02-concepts/ relative path for the Hugo site).
