docs: the wiki is for normal users only, admin content removed
The wiki is written for members and every non-admin role; admins get
their information elsewhere. This removes everything that described the
admin area or admin-only actions:
- the Administration page and its sidebar entry are gone, and every link
to it is removed;
- Admin columns and admin-only rows are gone from the permission tables,
and ADMIN is gone from the role hierarchy;
- admin pages and sections (ship data, other members' hangars and
blueprints, notification rules, Discord approvals, the organisation
structure editor, bank reset, the audit-log viewer, system settings,
delete actions behind the admin menu) are removed;
- "Admins always / or an admin / admins see everything" qualifiers are
dropped, and user-facing facts that stem from an admin setting stay
without the setting.
An admin is still named where the reader has to contact the
administration or waits on it (account approval, role assignment,
deletion requests). The Admin role keeps one neutral line in the role
overview.
Also joins a notifications table that a stray blank line split in two.

Phase 3 redesign: the area pages
Hangar tabs, blueprints, Kartellbank, Leitung, Materialboerse, materials,
refinery, orders detail, Lager, missions, operations, promotion, org chart,
administration, connected apps and data-protection pages describe the
redesigned screens.

Leitung: visibility by leadership, read-only ranks, no self-appointment
The Leitung view now lists the units a caller leads and those below
them (OL member: every unit); the capability flags alone decide what is
editable. A row whose rank the viewer cannot change renders as a chip,
which fixes a Staffelleiter seeing their own seat as "Mitglied". Only an
admin may write their own rank (targetsAnotherUser). Corrected, dated.

Document SK leads managing their members and the fixed rule editor
- Leitung, Organisation, Rollen-und-Berechtigungen, Administration: an SK
lead now manages their own SK's members on the SK member page, reached
from "Leitung" -> "Mitglieder verwalten"; the page is no longer described
as admin-only, and the lead toggle stays with the Bereichsleitung.
- Benachrichtigungen, Administration: every rule, seeded ones included, can
be edited and disabled; all twelve events and every recipient kind
(including "Kontoverantwortliche") are offered under plain labels; the
table updates in place.
- Leitung: the empty-state quote now reads "Du verwaltest ...".

Bring every page in line with the app as it ships today
A page-by-page check of the handbook against the frontend templates, the
German message bundle and the role matrix. Labels are now quoted exactly as
the app renders them: the org-unit switcher is "Aktive Org-Einheit", the
conflict notice is "Konflikt: Jemand war schneller", and the sidebar paths
match the regrouped navigation.
Removed what is no longer true: guest and outsider access (gone since the
members-only change of 2026-09-06), unread notifications kept forever (they
are deleted after 180 days), the Android page's crash log and "later"
imports, and internals that do not belong in a handbook (requirement ids,
class names, raw URLs).
Added what was missing: the third account state "Keine Rolle vergeben",
"Globales Lager leeren", "Menge anbieten" in the Materialbörse, the
Itemsammelübersicht, the terms admin page, and the minimum Desktop-Extractor
version 2.9.1 for sending. The Android page now points to the app's own
handbook instead of duplicating it.

docs: Grand Admiral, free-text placeholder reuse, and marker updates
Update the Organigramm, Leitung and Rollen-und-Berechtigungen pages for the
recent org-chart changes: the new Grand Admiral post (an OL-member title,
appointed with an account under Leitung or as a free-text name in the chart
editor, rendered at the top of the OL), the removed per-node "Leitung" marker,
the edit-mode-only "Kein Account" pill, the side-by-side OL members, and the
automatic consumption of a matching free-text placeholder when an account is
appointed to a post.

docs(wiki): restrict Leitung page access to officers and admins
The Leitung page (/organisation/leitung) and its write actions are now gated to Officer/Admin only; the previously accepted Logistician/Mission-Manager capability roles (no appointment reach, empty page) are excluded. Every functional leadership rank carries the operative OFFICER grant, so no delegated leader loses access. Documents who may open the page in Leitung.md and expands the operative OFFICER grant in Rollen-und-Berechtigungen.md.

docs(wiki): sync handbook to v0.7.17 and close coverage-audit gaps
Bring the German handbook to the current v0.7.17 app state and fill the gaps
found in a full completeness audit against the app's routes, templates and specs.
Sync 21 pages to v0.7.17: KRT-Mitglied role rename, up to two Staffeln per
member, delegated Leitung appointment, the unified nine-area audit log, the
Kartellbank rework (holder ledger, in-game transfer fee, transfer requests,
per-account approval limits), hangar Org-Einheitsuebersicht + server-side
pagination, blueprint craftability from own stock + scmdb.net import, Discord
federated-link recognition, and refinery/order pagination.
Add a dedicated Leitung page (Organisation -> Leitung) plus a sidebar entry.
Close 76 audit gaps, including promotion bulk evaluation / CSV export /
eligibility view, refinery order finances and refining methods, member hard
deletion and UEX terminal administration, the org-chart node-type catalogue
and edit actions, and the bank holder balance-split calculator.
