Saga T9862 SG-BUGS-2026-05-21 closure

End-to-end bug backlog ship. 32/32 saga tasks at terminal state across 4 epics (T9864 dispatch, T9865 CLI, T9866 docs/arch, T9867 security). ~24 PRs merged.
