Hygiene Sweep — T10466 + T10467 + T10489 + T10490

  • T10466: Trimmed CLEO-INJECTION.md 48 lines (452→404), restoring ~400-line cap for agent spawn prompts
  • T10467: Verified api.signaldock.io deployment (health 200, SSE enabled, version 0.1.0)
  • T10489: Restructured .cleo/.gitignore with spacer blocks to eliminate rebase-conflict clusters
  • T10490: Added vitest --retry=2 on macOS shard 1 for flake resilience
