PatternFly Theme UI Bugs

Description

The PatternFly theme has some rendering issues (screenshots attached):

• Kubeflow Icon: Appears white and in the sidebar instead of the masthead.

• Progress Stepper (Workspace Wizard): Has extra padding which should be removed.

• Gap between filter dropdown and search input

These issues only occur with the PF theme active (in contrast to the MUI theme which works as expected). This needs resolution so we can properly support both themes.
