Create a terminal error if AWS AMI terms were not accepted yet

In order to make it more visible to end-users that a machine can not be created because the AMI terms were not accepted, we should filter for that error and create a terminal error if it happens.

Acceptance criteria:

• A terminal error gets created after machine creation failed due to non-accepted AMI terms
• The terminal error contains a link to the page where the terms can be accepted
