fix(conformance): Add the epp service and role binding to InferencePoolResolvedRefsCondition test.

Previously we don't have a correct epp service for this test. Add the epp service and setting the env var ENABLE_REQ_HEADER_BASED_SCHEDULER_FOR_TESTING:true for it introduced in #922.

Currently we have to set up the epp service deployment per test because of #946 .
