rerun does not work for batch jobs

1. go to a batch job like https://prow.k8s.io/view/gs/kubernetes-ci-logs/pr-logs/pull/batch/pull-kjob-verify-main/1898984105232568320
2. click "rerun", either original or latest, doesn't matter, receive popup:

Could not create new prowjob: Failed getting prowjob spec: Could not create new prowjob: Invalid prowjob type: "batch"
