Update 2025 list of initial steering election voters

Which issue(s) this PR fixes:

Adds 2025 list of initial steering election voters.

The initial voters list was generated based on the following criteria:

1. GitHub username exists in CSV files with contribution value > 50
   AND exists in members array of any org.yaml file from kubernetes/org
2. GitHub username is a chair of any of the three committees:
   • Code of Conduct Committee
   • Security Response Committee
   • Steering Committee

Source data (snapshots taken on 2025-08-25):

• etcd Developers statistics CSV (contributors with value > 50)
• Kubernetes Developers statistics CSV (contributors with value > 50)
• All org.yaml files from https://github.com/kubernetes/org/tree/main/config
• Committee chairs from https://github.com/kubernetes/community/blob/master/sigs.yaml
