Clarify airgap PolicyServer configuration

Description

Fixes #727.

• Split shared airgap install/configuration content into a dedicated install/configure page.
• Keep the manual and Hauler airgap pages focused on preparing and crossing the air gap.
• Clarify the difference between the Helm-managed default PolicyServer and custom PolicyServers for private registry credentials and custom CA/insecure source settings.
• Apply the same docs change to the latest 1.34 versioned docs.
