Description

Resource Identifier MADR was accepted. Adopting the format is a multi-step process. This is an umbrella issue to track the progress.

By 30th of April. Let's figure what can be changed without breaking "consumed APIs". Everything that would break would need to be behind a feature flag and disabled by default in 2.11. Once we provide more stable APIs we can reconsider pushing users to have this enabled.

2.11 would aim to ship the changes not part of "consumer APIs" and stretch for things behind the feature flag.
