Consider using a Linear Cache for services that have no reachable backends.

Description

We could consider using a Linear Cache for services without any reachable backends. This would require introducing a MuxCache that routes EDS to the Linear Cache, while other resources are routed to the Simple Cache.

We should ensure that there are no dynamic EDS resources dependent on the configuration of Dataplane, ZoneIngress, or ZoneEgress.

Policies affects clusters and endpoints (mostly load balancing).
