allow users arrange/sort tabs (servers/networks, channels) in any order

Is this a feature request?

Yes: allow users arrange/sort tabs (servers/networks, channels, whether at top or side) in the order they want, not just alphabetically (some/most other major IRC clients do so including HexChat and probably mIRC).
