ci: rebuild templates when ares rust sources change

Key Changes:

• Expanded template image build triggers to include Rust ares source changes
• Ensured template images are rebuilt when the baked ares binary may change
• Included Cargo manifest and lockfile updates in rebuild detection

Added:

• Rust source and dependency change detection - Added ares-cli, ares-core, ares-llm, ares-rust, ares-tools, Cargo.toml, and Cargo.lock to the build-and-push-templates workflow path filters so template images stay in sync with the embedded binary.
