Added voltage regulator support to PrawnBlaster firmware, including dynamic voltage adjustment based on clock frequency and a new 'getvolts' command. Updated CMakeLists.txt to link hardware_vreg. Introduced test Jupyter notebooks and frequency analysis benchmarks for both the RP2040 and RP2350.
