[1.16.0] — 2026-05-28

Dynamic-Workflows adoption + a self-audited cohesion/modernization pass (Phase 8). The suite ran its own lifecycle on itself — research → 93-agent cohesion audit (native Dynamic Workflow) → roadmap extend → sprints 14-16 — and its adversarial gates caught (and fixed) two real defects introduced along the way. Counts: 39 skills · 10 agents · 36 hook scripts · 28 shared protocols (+2: workflow-dispatch.md, and the count was already stale at 27).

Added

  • skills/_shared/workflow-dispatch.md — opt-in Workflow (dynamic-workflows) dispatch contract: capability gate + Agent() fallback, hybrid wrapper boundary (script owns dispatch, skill owns filesystem I/O), main-thread-only constraint, mandatory prompt invariants. Pilot wired into codebase-audit (Phase 1.0/1.1-W) and research (§1.2.6/§1.3-W).
  • hooks/scripts/markdown-link-validate.sh — convention-aware resolution (/_shared/X → skills/_shared/X, relative bases, runtime-output skip) + scans agents/; coverage 114 → 397 links. Caught + fixed 1 real broken link.
  • hooks/scripts/tests/test-link-resolver.sh — regression test for the resolver.
  • integration-check — executable unwired-store-actions check (declared canonical owner of wiring topology).
  • health — disallowed-tools: [Edit, Write, NotebookEdit] (declarative read-only enforcement).
  • docs/audits/cohesion-2026-05/ — full suite cohesion+modernization audit (49 unit findings + SYNTHESIS + decision docs).

Changed

  • token-budget.md — model IDs → claude-haiku-4-5 / claude-sonnet-4-6 / claude-opus-4-8; removed stale Opus-4.7 foot-gun; added fast-mode lane + effort low/high split; re-affirmed 60/35/5.
  • release declared canonical changelog owner; doc-gen + ship delegate (O1/O5).
  • orchestrator §2 declared canonical routing-table owner; ask cites it (O4).
  • completeness-gate declared canonical anti-mock pattern owner (O2); its wiring checks (§2.11, §2.12-L3) delegate to integration-check (O3) with no coverage loss.
  • roadmap/SKILL.md 508 → 490 (cleared the >500-line warning).

Fixed

  • agents/orchestrator.md — [0:200] field caps on HANDOFF.json + activity-feed jq renders (injection-surface guard; Opus 4.8 ASR regression).
  • conform/SKILL.md — broken /_shared/../../../ link repointed.

Notes

  • Three of the audit's quantified claims were inflated by per-unit agents and corrected on verification, not executed: dead-refs 242 → 0 (resolver false positive), E-027 "restated twice" → already cited, E-031 "1764 removable lines" → top target had ~0. Lesson: treat agent counts as hypotheses to verify.
