Is your feature request related to a problem? Please describe.
As a test run of coupling RustBCA to other codes, I would like to add Python bindings and perform a super simple, prototype simulation with a static IEAD and potential, with particle tracing to handle redeposition alone.

This issue has been addressed with the newest changes on the dev branch - further issues will deal with adding features, etc.
