This pull request represents the newest feature set of rustbca, including the first version of C and Python bindings, as well as minor updates and fixes throughout the code. Minimally, this fixes issue #133 , issue #139, circumvents issue #75, and addresses issue #67.
This will push RustBCA to version 1.1.0.
