chore: release ic-oss 1.2.7

Upgrade IC dependencies and migrate management canister calls to the new
ic-cdk-management-canister crate.

Also adapt AES-GCM nonce/tag handling for the updated crypto stack and add a
chunk encryption round-trip regression test.
