Add feature flagged ability to set assessments as surveys in the user interface

Desired behavior

Assessments should be able to have their completion set to "Survey".

This should not be generally accessible, and should be gated behind a survey specific feature flag, similarly to how practice quizzes were first added.

Current behavior

Assessments can be set to "When goal is met" or "Practice quiz"
