Unstable - The 'Publish' button of a channel approved for the Community library becomes enabled without any changes made to the channel #5822

Observed behavior

After I approve a channel for the Community library as an admin, I can see that the 'Publish' button becomes enabled for the channel editor without there being any changes that need republishing of the channel.
If I go ahead and publish again the channel I can then see that nothing has happened, as the version of the channel remains unchanged:

enabled.publish.button.after.approval.mp4

Expected behavior

If an editor has not made any changes to a channel then when the channel gets approved by an admin the 'Publish' button should remain disabled.

Steps to reproduce the issue

  1. Sign in to Studio at Unstable
  2. Create a new channel, import content and publish it.
  3. Click the Share button, select the 'Submit to community library' option and submit the form.
  4. Approve the submission as an admin
  5. Reopen the channel as an editor - the 'Publish' button is enabled.
