Openstack RDO Copr

This is a work in progress. Each repository should be modified and modernized with the followings:

• Specify the version of packages
• Change the python packages to be in line with current Python packaging guidelines
• Rename the folder to cut the -distgit suffix
• Add the package to packages.yaml with basic dependency
• Propose or prepare changes upstream as separate PRs:
  • .packit.yaml: Currently this does not have automation but still can help with maintenance
  • PEP621 implementation
  • move python code to src if needed

• Consider integration with upstream. Simplest would be with packit integration in opendev or github mirror
