Rename write_todo_list tool identifier to todo_write across permissions and UI

• Renames the todo write tool from write_todo_list to todo_write in the tool definition, permission checker, config struct, and UI event handler.
• Adds a serde alias in PermissionConfig so existing configs using write_todo_list continue to deserialize correctly.
• Adds a writable bind mount for the user's cache directory (dirs::cache_dir) in the sandbox, creating it if needed.
• Removes a no-preamble/postamble directive from the agent prompt template.
• Behavioral Change: any permission config or code referencing write_todo_list as a runtime key (not via serde deserialization) will no longer match the unconditional-allow path.
