Laragon GUI keeps crashing / force-closing unexpectedly

Laragon GUI keeps force-closing unexpectedly. Furthermore, the MySQL service is completely bugged—even when the Laragon dashboard shows MySQL as active on port 3306, any PDO/PHP database connection attempt fails immediately with:
SQLSTATE[HY000] [2002] No connection could be made because the target machine actively refused it.

Shortly after this connection error occurs, the Laragon GUI crashes/force-closes automatically without any error popup.

@luenarvyn any noticeable Windows Security Center notifications? And/or conflicting with other software, e.g. another local development environment / web server?
