Technical Interview Updates

I've made some changes to the format of the Technical Interview based on my experience with recent candidates. I also want to give more details on the format and clarity around some of the preparation needed. For details, please see: https://github.com/level12/careers/wiki/Technical-Interview

For candidates who have the tech interview scheduled: I've removed the "OSS Project Setup & Bug Search." It wasn't fitting into the timeline like I had hoped it would. My apologies to those who spent time looking up Copier, we won't be using that in the tech interviews in the near future.
