Simplify Dotfiles > 3 sections to 1

Replace three confusing sections with one.

Of the three presented options:

1. I already attended Web-Dev or Data-Science bootcamp at Le Wagon 🚨 on the same Virtual Machine (highly unlikely!🚨)
   • The least likely by an extreme margin, weird that it's the first option
   • Functionally not an option. If it is by some odd quirk, it can be handled on a case by case basis
2. I did not attend the Web-Dev or Data-Science bootcamp at Le Wagon
   • The default and most likely
3. I already attended Web-Dev or Data-Science bootcamp at Le Wagon but not on this VM
   • The second most likely
   • The instructions are identical to option 2

It makes sense to me to cut option 1, and present a consolidated options 2 & 3.
