Dry-run alpha to validate the PyPI publish pipeline (OIDC trusted publisher,
GitHub environment gating, CHANGELOG extraction). Same code as the planned
0.1.0; no functional differences. Pre-releases are excluded from
pip install a11y-moda by default — pass --pre to install this alpha.
